Financing Details
Rebate: The program offers a rebate, covering 90% of eligible costs up to a maximum of $10,000 per well decommissioning project. There is no limit on the number of projects you can submit, but each must be completed to qualify for the rebate.
Eligible Expenses: Costs that can be rebated include excavation, materials like bentonite and chlorine, and services from a registered well driller for sealing and capping water wells. In-kind labor is valued at $22/hour up to $250 per project, and machinery use rates are as per the Farm Machinery Custom Rate and Rental Guide.
Ineligible Expenses: The rebate does not cover projects started before October 1, 2022, non-third-party invoices, in-kind materials, used materials, above ground structure removal, land purchases, taxes, financing fees, interest, legal fees, and costs covered by other programs.
Fees: There are no fees associated with applying for this rebate. All projects must be fully paid and completed before rebate claims are submitted.
Qualifications
- Primary agricultural producers in Saskatchewan with a minimum of $50,000 gross farm income in the year of application or the year prior.
- First Nation Bands in the Province of Saskatchewan.
- Rural Municipalities in the Province of Saskatchewan.
- Crown Land Pasture Grazing Associations in Saskatchewan.
- New entrants who are confident they will meet the $50,000 gross farm income threshold within the five-year term of the Sustainable CAP.
- Individual applicants must be at least 18 years of age.
- Projects must be completed and applications for rebate submitted before March 31, 2028.
- Wells must be fully decommissioned before a rebate is issued.
- Small diameter wells must be decommissioned by a registered well driller in Saskatchewan.
- Post-construction WSA Well Decommissioning Worksheet must be completed and submitted with the claim.
- Written authorization is required from the landowner if the well is not located on land owned by the applicant.
- Saskatchewan Premises Identification (PID) number is required for producers with property where livestock and poultry are involved.
- Projects started under the Canadian Agricultural Partnership but not completed before March 31, 2023, may still be eligible.
Disqualifications:
- Projects or expenditures commencing prior to October 1, 2022.
- Wells not decommissioned appropriately.
- Invoices not issued in the applicant's name.
- In-kind materials or payment for third-party services/supplies.
- Used materials or materials from inventory.
- Removal and disposal of above-ground structures.
- Purchase of land/property or payment of easements.
- Costs claimed for expenses/activities funded by other government programs.
